Director, Passports and General Register Office

The Role

The Director for Passports and GRO is responsible for all aspects of Her Majesty’s Passport Office (HMPO) service delivery in line with organisational objectives and priorities. These include:

The post holder is also expected to be a visible and accessible leader across the Home Office, championing the Civil Service leadership values, taking on specific responsibilities relating to equality and diversity and other corporate objectives

The role will be responsible for leading functions that include:

  • Passport Production – leading the UK passport service delivering passports to agreed service levels and published standards.
  • General Registrar Office – accountability for GRO, including policy and central delivery.
  • Public protection – countering fraud within the certificate and passport production and contributing to the ongoing National Security agenda.

The Key Responsibilities

The post will report to the Director General for Customer Service. It is expected the post holder will have approximately 6 direct reports at SCS PB1 level and wider directorate of approx. 4000 employees (headcount).

The post holder will be part of the Customer Service Leadership Team with four fellow SCS PB2 who collectively will shape the delivery of most of the customer service and casework activity across the Home Office.

Responsibilities for the post holder include:

  • Providing effective and highly visible leadership to the Passport and GRO senior leadership team and to the geographically distributed workforce (c.4000 employees and suppliers) to drive business performance.
  • Orchestrating the day-to-day delivery of all operational activities across the entire supply chain (including outsourced provisions) Development, delivery, maintenance and continuous improvement of HMPO digital services.
  • Ensuring consistency and compliance of service provision in accordance with customer excellence, policy, security and legal standards.
  • Ensuring that the HMPO transformation programme delivers both efficiency and operational resilience over a sustained period of time.
  • Maintaining key operational and strategic partnerships across the Home Office and wider Government, including UKVI and FCDO.
  • Delivering the uncompromising public protection remit of HMPO, specifically through oversight of HMPO’s Public Protection and Counter Fraud operations.
  • Enhance HMPO’s contribution to National Security through increased Intelligence sharing with other national security agencies and increasing the prosecution of offenders.
  • Ensuring all necessary internal controls and accounting standards are met and that financial risk is properly managed and mitigated with robust financial forecasts captured, validated and challenged monthly.
  • Oversight of critical incident and contingency planning.
  • Oversight of business assurance activities across HMPO.
  • Providing political briefing on key operational risks and issues.
