Person Specification

It is essential that in your written application you give evidence, using examples, of proven experience in each of the essential criteria of the person specification. These responses will be developed and discussed with candidates invited for interview.

The successful candidate will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:

Essential Criteria

  • A confident, empowering and inspirational leader of a diverse workforce who is comfortable working with ambiguity in a fast-paced environment and confident to model and create a culture where it is safe to speak out and challenge.
  • Experience of leading in a highly volume/transactional customer-facing operational delivery environment across large-scale dispersed teams, balancing customer experience, performance and cost efficiency.
  • Experience of continuously improving and transforming processes and services, with demonstrable experience in the driving of technology-enabled change that has the customer at its heart.
  • An ability to build strong networks of influence across Government, local Government, internationally and NGOs and balance a wide range of relationships both internally and externally.
  • An effective communicator who is credible at senior levels, and has the capability to build relationships with Ministers and senior central government officials, to secure their confidence. Excellent written and verbal communication skills are vital.
  • Evidence of an ability to act as a collegiate and corporate member of the senior leadership team of Customer Services and the Home Office.
  • A firm understanding of finance, including budgeting, capital budgeting, and overall understanding of management accounting. Also, the negotiation skills to secure resources and gain help from other parts of the Home Office and wider Government.
  • A strategic thinker who can think conceptually, imaginatively, systematically, and opportunistically in order to secure the future success of HMPO and GRO.
  • Commercial awareness of the business challenges facing HMPO and GRO and an understanding of what they need to do to be efficient, successful, and serve their customers well.
